A special master's report commissioned by the Colorado Attorney General's office, conducted by former U.S. Attorney Robert Troyer and released 22 October 2019. It found that at least 166 children were sexually abused by 43 Catholic priests across the Archdiocese of Denver and the Dioceses of Colorado Springs and Pueblo between 1950 and 2019, and that the average gap between a credible allegation reaching the Church and a priest's removal from ministry was 19.5 years.

Special Master Robert Troyer reviewed 500 priest files and interviewed about 70 witnesses over 22 months. His report found 43 priests had sexually abused at least 166 children across Colorado's three dioceses between 1950 and 2019: 127 victims and 22 priests in the Archdiocese of Denver, 36 victims and 19 priests in the Diocese of Pueblo, and 3 victims and 2 priests in the Diocese of Colorado Springs. It found the average gap between a credible allegation and a priest's removal from ministry was 19.5 years, and that the dioceses had voluntarily reported abuse to law enforcement fewer than 10 times out of nearly 100 opportunities to do so since 1950. 1
