Local Catholic clergy and officials present in Kielce on 4 July 1946 did not intervene to disperse the crowd that attacked the Jewish committee building at 7 Planty Street, and Gross situates the blood libel rumor's traction that day within a wider current of Polish Catholic antisemitism in the period rather than treating it as an isolated superstition. The mob itself was a civilian crowd joined over the course of the day by uniformed soldiers, militia and state police, rather than violence ordered by the Polish state, though state forces present did little to stop it and some joined in.
Poland's Institute of National Remembrance closed its own 2006 investigation without finding evidence for theories that Soviet or Polish communist security services deliberately provoked the violence, concluding the likelier cause was a coincidence of the blood libel rumor, wartime trauma and a state and church slow to respond. Some historians, Gross among them, dispute that conclusion as too exculpatory of the state's own responsibility for allowing the violence to run unchecked for hours once it began. Poland's own postwar state answered with an unusually swift domestic prosecution, trying and executing nine men within eight days, rather than a genocide or crimes against humanity finding by any international body, since no such body existed with jurisdiction over an internal Polish pogrom in 1946.
