This atlas records the 1969 Ahmedabad riots' death toll as debated, between roughly six hundred sixty and two thousand, since sources differ and no single reconciled figure has superseded the range. What is not disputed, on the Gujarat government's own Reddy Commission of Inquiry finding, is that the violence was organized substantially along religious lines rather than an evenly matched clash between two communities: Kumar's study finds at least ninety percent of the dead, and the large majority of destroyed property, were Muslim.
The Commission documented Hindu nationalist organizations circulating inflammatory rumors, including claims of sexual violence by Muslim men against Hindu women, to mobilize participants, and found the violence directed disproportionately against the Muslim community. That an official state inquiry, rather than only outside human rights investigation, reached this finding makes the 1969 riots a documented precursor to the pattern later violence in Gujarat, including in 2002, would repeat: organized attacks along religious lines followed by police failure the state's own investigators, not merely critics, would go on to document.
