From War Relief Shipments to a Standing Global Network

This article records tradition as it has been passed down and reported. Its sources are not yet part of the atlas's verified catalogue.

ADRA began in November 1956 under a plainer name: the Seventh-day Adventist Welfare Service, a church agency created to organize the relief shipments Adventist congregations were already sending abroad. Within two years SAWS was shipping supplies worth roughly half a million dollars to twenty-two countries; within six, that had grown to 2.3 million dollars across twenty-nine. Through the 1960s and 1970s the agency's own work pushed it from pure disaster response toward longer development programmes, a shift formalized in 1983 when SAWS was renamed the Adventist Development and Relief Agency, the name it carries today.

That history matters for how ADRA operates now: it is structured as a network of largely autonomous national offices under an international umbrella, headquartered in Silver Spring, Maryland, rather than as a single centralized charity, a shape that traces back to a movement built from separate national relief shipments finding a common name. ADRA's own 2024 figures describe a network still organized that way at scale, close to 11 million people served across more than 118 countries in a single year, with the largest programme area, health, reaching 2.29 million people through more than 120 projects.

ADRA presents itself, consistently, as serving without regard to a recipient's religious affiliation, a position it shares with several church-sponsored relief agencies covered elsewhere in this atlas. What distinguishes its account of itself is the direct line it draws from a single 1956 committee organizing grocery-money donations abroad to a professionalized development agency working in health, education and livelihoods on five continents, a trajectory its own history page narrates as continuous rather than as a later rebranding.
