Fung Ying Seen Koon functions as more than a place of worship. Alongside its religious affairs, the temple operates a free Chinese and Western medicine clinic, kindergartens and self-study rooms for young people, and service centres for senior citizens, describing itself as a Daoist culture centre as well as a temple.

That welfare work extends beyond its own congregation. Hong Kong's Correctional Services Department confirms that Fung Ying Seen Koon established the Fung Ying Seen Koon Education Fund with a donation totalling HK$400,000, split as HK$200,000 in 2025 and HK$200,000 in 2026, to help people in custody with education and vocational training course fees, public examination fees and similar expenses, a form of giving that reaches people the temple's own congregation would not otherwise touch.

Nearly a century after its 1929 founding, Fung Ying Seen Koon continues to combine the two roles side by side: a functioning Daoist temple in Fanling, and a charity whose clinic, schools and elder-care services, and now a fund reaching into Hong Kong's correctional system, describe a welfare footprint considerably larger than its role as a place of worship alone would suggest.
