Henry Melchior Muhlenberg, sent by the Halle Pietists to organise the scattered German Lutheran congregations of colonial Pennsylvania and to counter the Moravians' growing influence among them, landed at Charleston in September 1742 and reached Philadelphia that November. Over the following years he travelled and organised congregations across Pennsylvania and into the neighbouring colonies, building the loose scattering of German settler congregations into something resembling a coordinated church.

That work reached its formal shape on 26 August 1748, when six Swedish and German pastors met with twenty four American church delegates to form the Pennsylvania Ministerium, the first centralised Lutheran governing body in North America. Other American Lutheran synods that followed took the Ministerium as their model rather than inventing their own structure from scratch.

German Lutheran migration continued through the eighteenth and nineteenth centuries and carried the church west into the Midwest, where later synods, among them the Missouri Synod founded in 1847, extended the same organised congregational pattern Muhlenberg had begun a century earlier. What this changed for Christianity's spread was the transformation of Lutheranism from a scattering of isolated immigrant congregations, each shifting for itself in a new country, into a durable, self governing American church body capable of reproducing itself across an entire continent.
