Issued on 15 May 1891, Rerum Novarum, on the condition of labor, was the first papal document to address industrial capitalism as its central subject, at a moment when European workers faced long hours, unsafe conditions, and few legal protections, and when socialist movements were offering revolutionary answers many churchmen viewed with alarm. Leo XIII rejected socialism's proposed abolition of private property as contrary to natural law and human dignity, but he was equally direct against unrestrained capitalism, insisting employers owed workers a just wage, humane conditions, and rest, and defending workers' right to form their own associations and unions.
The encyclical grounded these claims in natural law and Catholic social principles rather than in either socialist or purely market economic theory, arguing the state had a legitimate role protecting workers, particularly the vulnerable, from exploitation, while affirming the family and private property as foundations of a stable society. This positioned the church deliberately between the two dominant ideological camps of industrial Europe, and the encyclical became the founding document of a continuous tradition of Catholic social teaching, cited and built upon by later popes including Pius XI's Quadragesimo Anno in 1931 and John Paul II's Centesimus Annus a century after Leo's own encyclical.
Leo capped his reforming pontificate in 1899 by consecrating the entire human race to the Sacred Heart of Jesus in Annum Sacrum, an act of devotion he described as fitting for a century closing amid rapid and unsettling change, entrusting the modern world itself, not only the church, to what Catholic devotion held to be the compassion at the center of Christian faith.
