LWF World Service's own 2024 Annual Report states it served 2,500,651 people that year across 26 country programs in Africa, Asia, Europe, the Middle East, and Latin America and the Caribbean: 1,071,133 refugees, 268,053 internally displaced persons, 79,069 returnees and 1,082,396 members of local and host communities, on total funding of 144 million euros, 89 percent of which went directly to field project expenditure. The report is explicit about what kind of figure that is: its ZEWO-classified expenditure numbers rest on the Lutheran World Federation's own unaudited financial statements, not on an independent audit, and the report names that basis itself rather than leaving a reader to assume otherwise.

That disclosed basis is itself a structural fact about the organization, not a weakness hidden in fine print.
