Justice Shared With Vengeance: Themis and Nemesis at Rhamnous

Unlike several of her fellow Titans, Themis was a genuinely worshipped goddess with real cult centers across Greece. At Rhamnous in Attica, she shared the sanctuary later famous for its temple of Nemesis, goddess of righteous retribution, and inscriptions and dedications there show the two goddesses worshipped jointly, Themis representing the lawful order that Nemesis existed to enforce against those who violated it. She also had a cult presence at Dodona, seat of one of Greece's oldest oracles of Zeus, reflecting the same association with prophecy and lawful order that marked her earlier role at Delphi, and further dedications and temples are attested for her at Athens and in the region of Phthiotis in Thessaly. This combination, an active oracular history predating Apollo's own famous shrine, plus standing altars and temples maintained into the historical period, sets Themis apart from primordial Titans like Oceanus or Tethys, who kept a purely mythological presence. Themis's worship reflects how directly her identity mattered to daily Greek civic life: courts, oaths and assemblies all invoked the concept of themis as lawful order, and the goddess who personified that concept was, unsurprisingly, one the Greeks actually prayed to.
