Qatar's Ministry of Awqaf and Islamic Affairs is the government body responsible for mosque administration, zakat collection and distribution, and the registration and investment of waqf endowment assets, three functions a smaller Gulf state has chosen to run through one ministry rather than three separate agencies with three separate reporting lines.

The endowment side of that mandate runs through a dedicated General Directorate of Endowments, which administers several distinct funds rather than a single pool of assets, including the Al Birr and Taqwa Endowment Fund and Waqf Al Wuqoof, each apparently serving its own donors and purposes within the wider waqf system the Directorate oversees on the Ministry's behalf.

The Ministry publishes periodic outcomes reports summarizing its zakat, endowment and religious outreach activity together, a format that lets a reader see the Ministry's religious-charitable and religious-administrative work side by side in one document rather than piecing it together from separate mosque, zakat and endowment disclosures issued at different times by different offices across the government.

The Ministry's own 2025 annual outcomes report states total zakat disbursements of 335,262,731 Qatari riyals, distributed to eligible beneficiaries under defined social priorities the report sets out. Alongside that disbursement figure the report counts programmatic religious activity in similarly precise terms: 111,946 religious lessons delivered in mosques and more than 7,200 public lectures and outreach activities reaching over 520,000 people.

Those numbers describe zakat distribution and religious outreach with real precision, down to the individual riyal and the individual lesson. What the same report does not provide is any total valuation of the waqf endowment assets the Ministry's General Directorate of Endowments manages through its several dedicated funds, including the Al Birr and Taqwa Endowment Fund and Waqf Al Wuqoof.

That gap, precise reporting on zakat and outreach beside an unpublished figure for endowment assets, is itself a fact about how the Ministry chooses to report on its own work: activity and disbursement are counted publicly, while the underlying endowment wealth generating some of that activity is not.
