The English Reformation began with the Act of Supremacy of 1534, by which Henry VIII made the crown rather than the pope the supreme head of the church in England, after Rome refused to annul his marriage. The dissolution of the monasteries followed, then the Protestant settlement of Edward VI with Cranmer's Book of Common Prayer, the Catholic restoration under Mary, and the Elizabethan settlement of 1559 that fixed the shape of the Church of England. It differs from the continental reformations in beginning as a jurisdictional break rather than a doctrinal one, and the doctrine was argued out afterwards.

A Break About Jurisdiction Before It Was About Doctrine

The English Reformation begins with a question about who decides, not about what is true. Henry VIII wanted his marriage annulled, Rome would not do it, and the Act of Supremacy of 1534 resolved the problem by transferring the authority to the crown. In doctrine Henry remained conservative, and men were executed under him for denying the royal supremacy and for denying transubstantiation. What changed immediately was ownership. The dissolution of the monasteries between 1536 and 1541 removed a substantial proportion of the landed wealth of the country from the church and transferred it, mostly by sale, into lay hands, which created a large class of families with a direct material interest in the settlement not being reversed. Shrines were dismantled, relics destroyed and pilgrimage suppressed, and the physical texture of English religion changed within a decade.

Diarmaid MacCulloch treats the English case as genuinely distinct from the continental reformations for this reason: elsewhere a doctrinal movement acquired political protection, while in England a political act created a church that then had to work out what it believed. The doctrine was argued afterwards, and the arguing took most of a century.

Four Settlements in Twenty Five Years

Between 1534 and 1559 the official religion of England changed four times, and every change was enforced. Henry's church kept Catholic doctrine without the pope. Under Edward VI the reform went much further, with Cranmer's Book of Common Prayer in English, altars replaced by tables and images removed. Under Mary the country was reconciled to Rome and the leading reformers were burned, Cranmer among them.

Under Elizabeth the settlement of 1559 restored royal supremacy in a modified form and a revised prayer book, and it was deliberately built to be inhabitable by people who disagreed. The prayer book's words at communion combine formulas from two earlier versions, so that a worshipper could understand them in more than one way, and the church kept bishops, cathedrals and a liturgical calendar that stricter Protestants elsewhere had abolished. The result is a church that has contained recognisably Catholic and recognisably Protestant parties from the beginning, which is not an accident or a later drift but the design. For ordinary parishioners the practical experience of the period was a generation of repeated, compulsory and reversible changes to how their parish worshipped, imposed under penalty each time.
