Its strength is that it is the actual founding treaty establishing the World Heritage List, not a later description of it, available in full from UNESCO's own record. Its limit is the ordinary one for any founding legal text: it states the framework and criteria as agreed, not how the List has actually been applied, contested or politicised in the decades since.
