The Archdiocese of Vienna's own published account of the Kirchenbeitrag's legal origin: a law entering force 1 May 1939, "Law on the Collection of Church Contributions," proposed by Nazi Gauinspektor Hans Berner to Gauleiter Josef Burckel to end state subsidies to the Church, with Hitler personally revising the draft so churches were treated as ordinary private associations receiving no state assistance in collecting unpaid dues; the Nazi regime confiscated the Church's existing Religionsfonds endowment without compensation in the same period. Restoring the pre-1939 state-subsidy arrangement proved financially impossible after 1945, and the Church came to prefer the financial independence the contribution system gave it; the law was incorporated into Austria's post-war legal order through the Legal Transition Act of 1 May 1945, with regional collection offices established 1948 to 1952 (Vienna's own office opening in 1952).
