The General Authority for the Care and Management of the Grand Mosque and the Prophet's Mosque is the Saudi Arabian state body responsible for the upkeep of the Masjid al-Haram in Mecca and the fabric of the Kaaba, in which the Black Stone is set, formed in 2023 when the former General Presidency for the Affairs of the Grand Mosque and the Prophet's Mosque was restructured under a Council of Ministers decree that also created a separate Presidency of Religious Affairs for preaching and religious guidance at the two mosques. As the responsible government authority's own official site, it is authoritative for its own governance structure and its role as modern custodian of the two mosques, which is the fact this atlas cites it for. It is not independent scholarship on the mosque's history or the Black Stone's own significance, which needs separate academic sourcing; and because it is an institutional self-account of governance rather than a peer-reviewed source, it sits at the same reputable-secondary standing as other museum and institutional self-accounts in this catalog, rather than at the scholarly standing a peer-reviewed work would carry.

Reliability Tier
2
The only source in the catalog with no reliability tier recorded before this pass. Set to the reputable-secondary tier already carried by comparable institutional self-account custodial records, since this is a government body describing its own governance and custodianship rather than a peer-reviewed scholarly work.
Notes
The Saudi state body responsible for the care and management of the Masjid al-Haram and the Kaaba, including the Black Stone (al-Hajar al-Aswad) set in its eastern corner. Formed in 2023 when the former General Presidency for the Affairs of the Grand Mosque and the Prophet's Mosque was restructured; the Council of Ministers decree that created it also created a separate Presidency of Religious Affairs at the two mosques for preaching and religious guidance.

Custodian Basis
This authority, formed in 2023 when the former General Presidency for the Affairs of the Grand Mosque and the Prophet's Mosque was reorganized under a Saudi Council of Ministers decree, is the modern custodian of the Grand Mosque of Mecca and the fabric of the Kaaba, in which the Black Stone is embedded. A separate Presidency of Religious Affairs was created in the same restructuring for preaching and fatwa matters at the two mosques and is not the body this page records.
