The Maharashtra state government appointed a Commission of Inquiry under Justice B.N. Srikrishna in January 1993 to investigate the two waves of rioting that struck Bombay in December 1992 and January 1993. After repeated interruptions the Commission examined 502 witnesses and 2,903 exhibits before reporting in February 1998, finding that sections of the Bombay police had shown communal bias against Muslims during the January 1993 violence and naming individual police officers and political leaders, including Shiv Sena leader Bal Thackeray, for their roles. It remains the one systematic official reconstruction of the riots and their toll.
