On 22 May 2001, twenty two years after the Iranian Revolution triggered systematic persecution of Baha'is in 1979, already recorded here, and seven years before UNESCO inscribed the Baha'i Holy Places in Haifa and the Western Galilee in 2008, also recorded here, the Universal House of Justice marked the completion of the nineteen terraced gardens climbing Mount Carmel around the Shrine of the Bab with a ceremony at the Baha'i World Centre in Haifa. Architect Fariborz Sahba had designed the terraces beginning in 1987 and overseen their construction through 2000, fulfilling a plan Baha'u'llah conceived when he visited the mountain to select the Bab's burial site more than a century earlier; the completed gardens span nearly a kilometer up the mountainside across some two hundred thousand square meters, linked by more than fifteen hundred steps, and opened to the public the following month. In its statement at the ceremony, the Universal House of Justice called the finished terraces a monument to the triumph of love over hate and declared that the unity and peace of the world were not only possible but inevitable. The completed terraces transformed the Shrine of the Bab's setting into one of the Faith's most visited sites and laid the physical and symbolic groundwork for the complex's UNESCO World Heritage inscription seven years later.
