Four petitions for Tenrikyo's independent recognition had already failed before a fifth succeeded. On 27 November 1908 the movement achieved formal independence as one of thirteen recognized branches of Sect Shinto, a status that ended its subordination to the Shinto Main Bureau, the state body that had governed it as a dependent group rather than a religion in its own right.

What that recognition ended was decades of the kind of pressure the movement had already lived under: a first petition denied by the Osaka governor in 1885, and a 1896 Home Ministry directive that had placed Tenrikyo under strict police surveillance for over a decade. The fifth petition's success in 1908 was the first time any of that long effort had produced a lasting change in the movement's legal footing rather than another refusal added to the four before it.

What this independence changed for Tenrikyo's spread was legal standing itself: for the first time since Nakayama Miki's 1838 revelation, the movement held recognized status as a religious body in its own right rather than continuing to exist under the sufferance, and the surveillance, of a state religious order it had spent seventy years trying to be released from, a foothold within the Sect Shinto register that gave the movement legal ground to stand on for the first time since its founding.
