Wisdom, personified as a woman, speaks. The verb qanah in verse 22 can mean possessed, acquired, or created, and the choice was the pivot of the fourth-century Arian controversy: if Wisdom was created, and Christ is Wisdom, then Christ was created. The Septuagint's 'created' is what Arius argued from.
