The First Election of the Universal House of Justice

When Shoghi Effendi, the Guardian of the Baha'i Faith and its authorized interpreter since Abdu'l-Baha's death in 1921, died suddenly in 1957 without having named a successor as Guardian, the Baha'i community faced a significant institutional question, since Baha'u'llah's own writings had provided for the eventual election of a supreme governing body, the Universal House of Justice, but had not specified how the transition should occur if the Guardianship itself came to an end unexpectedly.

In the interim period between 1957 and 1963, the Baha'i community was administered by a group of senior believers Shoghi Effendi had earlier appointed, known as the Hands of the Cause of God, who worked to prepare the community's institutional structures, including the network of National Spiritual Assemblies that had been established in Baha'i communities around the world, for the election Baha'u'llah's writings had called for.

That election finally took place in April 1963, when delegates representing the National Spiritual Assemblies of Baha'i communities across the world gathered to elect the first nine members of the Universal House of Justice, an event that coincided with the centenary of Baha'u'llah's own declaration of his mission at Ridvan in 1863.

The election of the Universal House of Justice in 1963 established an institution with a distinctive place in Baha'i religious authority: unlike Abdu'l-Baha and Shoghi Effendi before it, the Universal House of Justice does not claim the station of infallible interpreter of scripture in quite the same personal sense, but functions instead as an elected legislative and administrative body, authorized by Baha'u'llah's own writings to legislate on matters his revelation did not explicitly address, while remaining bound by the text of that revelation itself.

The body's nine members are elected every five years by delegates representing National Spiritual Assemblies worldwide, a system intended by Baha'u'llah's own administrative writings, further elaborated by Abdu'l-Baha and Shoghi Effendi, to give the Baha'i Faith a form of collective, elected leadership rather than a hereditary or centrally appointed one, distinguishing its governance model from many other world religions.

Since 1963 the Universal House of Justice, seated in Haifa near the Shrine of the Bab, has functioned as the Baha'i Faith's supreme governing institution, and no further Guardian has been appointed since Shoghi Effendi's death, a position some minority groups within the wider Babi and Baha'i historical movement have contested, though it is not disputed within the mainstream Baha'i community recognized by the Universal House of Justice itself.
