A system of mass internment, euphemistically termed vocational education and training centres, built by the Chinese government in the Xinjiang Uyghur Autonomous Region from 2017, holding Uyghur and other predominantly Muslim Turkic minorities. The UN human rights office's 2022 assessment found the extent of arbitrary and discriminatory detention may constitute crimes against humanity, alongside credible allegations of torture and forced labour.

Facts
Disputed
Displaced (Low Estimate)
from 1,000,000 1
Estimates of those detained in the camp system, commonly cited by UN treaty bodies and independent researchers, range from the hundreds of thousands into the millions; OHCHR's own assessment describes credible allegations at this scale without certifying an exact figure.
Displaced (High Estimate)
to 1,800,000 2
Researcher Adrian Zenz's November 2019 revised estimate that Xinjiang authorities had detained up to 1.8 million Uyghurs and other Muslim minorities, built from a cache of more than 25,000 leaked Xinjiang government files (a public revision upward from his own earlier 1.1 million and 1.5 million assessments). This is a named, dated, document-based estimate rather than a compiled official count; China disputes the scale of the camp system and has not granted independent verification access, which is why the range against OHCHR's own lower "hundreds of thousands" figure stays this wide.
Official Recognition
Recognition is contested 1
The UN human rights office's own 2022 assessment concluded that violations may constitute crimes against humanity, stopping short of the word genocide; the independent Uyghur Tribunal (London, 2021) and the legislatures of several states have separately concluded genocide, so the classification itself remains contested between bodies.
The Event
When It Happened
Mass internment expanding rapidly from 2017; the camp system, in reduced form, and associated surveillance and forced labour measures remained active as of the OHCHR's 2022 assessment. 1
Period

Victim Group
Uyghur and other predominantly Muslim Turkic minorities of Xinjiang, China 1
Perpetrator Regime
The government of the People's Republic of China, through the regional administration of the Xinjiang Uyghur Autonomous Region 1
Status
Recognition Basis
The United Nations Office of the High Commissioner for Human Rights (2022) found the extent of arbitrary detention may constitute crimes against humanity. Separately, the independent Uyghur Tribunal in London (2021) and the legislatures of several states, including Canada, the Netherlands, the United Kingdom and Lithuania, have concluded genocide; the government of China disputes both characterizations and the underlying allegations. 1

Open Questions (1 open question)
How Many Have Died in the Xinjiang Internment System?

The OHCHR's 2022 assessment documents serious human rights violations across the Xinjiang internment system, but China has not granted independent international access to detention facility records or mortality data, and no independent body has published a verified death toll.

What would resolve this Independent international access to detention facility records and mortality data, which has not been granted to date.
