An Irish state Commission of Investigation, chaired by Judge Yvonne Murphy (the same judge who chaired the Murphy Report into the Archdiocese of Dublin), examining how the Catholic Diocese of Cloyne in County Cork handled complaints against 19 priests between 1996 and 2009. Published in July 2011, it found that the diocese's own bishop had misrepresented to the Irish government that all abuse allegations were being reported to the civil authorities, and that a 1997 letter from the Vatican's representative in Ireland described the Irish bishops' own child protection guidelines as non-binding, undermining compliance with them. The report's publication led directly to the closure of the Irish embassy to the Holy See later that year.
