Sacrosanctum Concilium is the first constitution the Second Vatican Council approved, promulgated by Paul VI on 4 December 1963 after a vote of 2,147 to 4. It mandated a revision of the Roman Rite's liturgical books, permitted greater use of the vernacular language alongside Latin, and called for a fuller, more active participation by the laity. The reformed Missal of Paul VI that followed from it did not take effect until 1969 to 1970. As the conciliar document itself, it is the primary source for what the Council mandated, distinct from how any given parish or region chose to implement it. Use it for the Council's own stated liturgical program; a claim about how quickly or unevenly the reform was adopted in practice needs a separate, secondary source alongside it.
